Andreya Dalianis is a Senior Vice President at Herren Associates, with over 20 years equipping decision-makers with actionable insights to improve readiness and enhance warfighting capability. She advises defense leaders, leading teams to deliver clarity in the face of complexity through rigorous analysis.

At Herren, Andreya recently worked with Navy leadership in establishing a new program office within the Program Executive Office for Unmanned and Small Combatants (PEO USC), integrating U.S. Navy and Foreign Military Sales (FMS) Boats, Combatant Craft, Service Craft, and Seaborne Targets across three distinct product lines. She also led critical production efforts within PEO Ships’ Auxiliary and Special Mission Shipbuilding Office, including T-AO 205, NGLS, T-ARC(X), T-ATS, T-AGS, NOAA NAV, and T-AGOS(X) classes.

Previously at Deloitte, Andreya directly supported the Office of Naval Research (ONR), driving efficiency throughout the Navy’s Science & Technology (S&T) Enterprise through Zero-Based Budgeting (ZBB). She also strengthened internal controls for the Navy’s Financial Improvement and Audit Readiness (FIAR) program by quantifying operational gaps, identifying risks, and implementing control activities to improve auditability and resource allocation.

Andreya holds a Bachelor’s degree from James Madison University and is a certified Project Management Professional (PMP).
