Barbara Anderson, the Director of Strategy and Performance Management and the Civil Market Lead at Herren Associates, is a proven leader with over thirty years of organizational and management consulting experience with government and not-for-profit clients. Barbara delivers strategy to senior government and not-for-profit leaders who manage complex, changing environments with diverse stakeholder requirements. She is experienced in facilitating cross-agency engagement with joint governance to produce shared outcomes. Her areas of expertise include strategic planning, performance management, organizational assessment, organizational design and governance, change management, facilitation, and process improvement. She has served clients in a variety of industries including health, defense, and education.
While at Herren, Barbara’s impact has included developing strategies for improving government-wide performance management with the Performance Improvement Council, facilitating the design of future strategies for technology insertion and warfare systems planning in the Navy, developing improvements to the management of processes for medical research oversight in the Army, developing capacity for performance improvement at Labor, and identifying operational improvements at the FTC.
Barbara holds a BA from Michigan State University in Business and an MS from American University in Organizational Development, plus certifications in Organizational Design, Change Management, Artificial Intelligence Management, and Design Thinking. She is a Councilor at the Atlantic Council and enjoys raising heirloom tomatoes, cooking for friends, making jewelry, and laughing out loud.
