Sandra Houser leverages more than 15 years of experience driving disciplined systems engineering and process improvement methodologies to deliver mission-critical impact. Sandra is a certified Project Management Professional (PMP®) and Lean Six Sigma Black Belt who consistently applies data-driven frameworks to optimize cost, schedule, and performance across complex programs.
At Herren, Sandra currently manages engineering teams across the PEO IWS Command & Control Directorate, helping clients develop, deliver, and sustain superior sensor netting, track management, and precision navigation systems for the U.S. Navy and Marine Corps. Previously, she directly supported the installation, testing, and certification of AEGIS Combat System Baselines for new construction and modernization ship programs. Sandra also led significant improvement initiatives, including the Combat Systems Waterfront Manning Model, achieving a $MM cost avoidance, and streamlining AEGIS modernization processes, returning ships to the Fleet with increased operational availability.
Earlier in her career at Herren, Sandra spearheaded a deep-dive study that benchmarked Navy technician training against industry standards, identifying best practices to enhance technician qualification processes. She began her career as an industrial engineering supervisory manager at a Fortune 500 company, leading major improvement projects and automating new systems.
Sandra holds a B.S. in Industrial and Systems Engineering from Virginia Tech.
