Tom Sullivan is a Vice President at Herren Associates with more than 18 years of experience delivering data-driven analytics and insights that drive mission-critical impact. His expertise includes cost engineering, industrial base analysis, predictive analytics, data visualization, and the strategic application of generative and agentic artificial intelligence to address complex national security challenges.

At Herren, Tom leads diverse teams supporting the Program Executive Office for Unmanned and Small Combatants (PEO USC) and NAVSEA’s Directorate for Surface Ship Maintenance, Modernization, and Sustainment, working directly with senior leaders on strategies to enhance Fleet readiness, resource alignment, and warfighting capability. He recently led a comprehensive bridge navigation assessment of non-nuclear surface ships, translating insights from 73 ships into actionable recommendations for Navy leadership.

Previously at PwC, Tom strengthened financial controls and risk management frameworks for federal clients, including the U.S. Department of the Treasury.

Tom holds an MBA from Loyola University Chicago, a bachelor’s degree from the University of Notre Dame, and certifications as a Project Management Professional (PMP), Certified Cost Estimator/Analyst (CCEA), and Certified Scrum Master (CSM).
