Max Watstein is a recognized expert in cost estimating and economic analysis, providing leaders throughout the Department of Defense with rigorous analytics and actionable insights. At Herren, Max delivers analysis to the NAVSEA Cost Engineering and Industrial Analysis Directorate, helping to form the basis for major program decisions by program office, resource sponsor, and Fleet stakeholders. He also leads advanced curriculum development as a Subject Matter Expert for the Defense Acquisition University (DAU), developing new course material and leading the instruction of courses focused on risk, uncertainty, and advanced analytical techniques to strengthen defense program decision-making.
Before joining Herren, Max provided analytical support across the U.S. Navy, U.S. Marine Corps, U.S. Coast Guard, U.S. Army, and the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD). He has extensive experience developing detailed lifecycle cost estimates, independent cost evaluations, and rigorous business case analyses for complex defense systems and programs.
Max earned a Bachelor’s degree in Economics from the University of Maryland, College Park, and is a Certified Cost Estimator/Analyst (C/CEA®). He previously served as Treasurer for the Washington Capital Area Chapter of ICEAA’s Board of Directors.
