Ann Hawpe joined Herren Associates in 2003 and leads a team of engineers and analysts providing critical support to major U.S. Navy, Marine Corps, and Department of Homeland Security programs. She also serves as a Subject Matter Expert at the Defense Acquisition University, advising on course development focused on advanced cost analysis, risk, and uncertainty methods.
During her 20-year tenure at Herren, Ann has advised senior leaders across multiple Program Executive Offices, including PEO Ships, Submarines, and Integrated Warfare Systems (IWS). She also leads engagements with NAVSEA’s Cost Engineering & Industrial Base Analysis Directorate (SEA 05C) and the Naval Cost Agency (NCA) to strengthening cost analysis capabilities across the Navy.
Ann helps inform key program milestone decisions and improves cost and schedule performance across Major Defense Acquisition Programs through her depth of expertise in systems engineering, production planning, program control, and advanced performance improvement methods.
Ann is a Certified Cost Estimator/Analyst (C/CEA), Project Management Professional (PMP), and Lean Six Sigma Green Belt (LSSGB). She previously served as Programs Chair for the Washington Area Chapter of the International Cost Estimating and Analysis Association (ICEAA).
Ann holds a Bachelor’s in Industrial and Systems Engineering from Virginia Tech and holds a Master’s in Engineering Management and Systems Engineering from George Washington University.
